**Imprementation UPEO Problems Briefing**
1. **Lack of Vice-rectors Agreement in M8-** Causes: poor communication with TT members or unclear understanding of the consensus approach.
2. **UPEO and Funding Incompatibility**: The UPEO implementation does not align with the available project funding; achiving task indicators in a serious risk.
**Adressing the problems**
Define several implementation scenarios that range from the least ambitious to the most ambitious (full implementation of UPEO with GEIE funds provided by the universities)
